Background on North Dakota
Bismarck is North Dakota's capital, named to attract German investment in the railroad, while Fargo is the larger city. North Dakota became the 39th state in 1889 on the same day as South Dakota, and the order is a deliberate mystery: the papers were shuffled before signing so that no one could say which of the two was admitted first, though North Dakota takes the earlier number alphabetically. It has a single at-large congressional district, so every voter in the state shares one representative, and 3 electoral votes, the constitutional minimum. Only the capital among these four answers will still be correct in a decade. Its capitol is a nineteen-story tower rather than a domed building, put up in the 1930s after the original burned down.
