Background on North Carolina
Raleigh is North Carolina's capital, planned in 1792 as a seat of government and named for Walter Raleigh, while Charlotte is the larger city. North Carolina became the 12th state in 1789, ratifying only after the new government had already begun operating, because the state held out for the promise of a bill of rights. It has 14 congressional districts and 16 electoral votes. The state also holds an answer to the innovation question: the Wright brothers made the first controlled powered flight at Kitty Hawk on the Outer Banks in 1903. Among the four state answers here, only the capital is permanent. Raleigh sits inside the Research Triangle together with Durham and Chapel Hill, and the state's population growth has been fast enough to keep adding seats over the past century.
