Madison earned the first title by arriving in Philadelphia in 1787 with a plan already drafted, the Virginia Plan, which set the convention's agenda, and by keeping the notes that remain the main record of what was said there. He also drafted the Bill of Rights in the first Congress, honoring a promise made during ratification even though he had earlier argued such a list was unnecessary. His presidency was dominated by the War of 1812, during which British troops burned the Capitol and the White House in 1814 and his household fled the city.
