Background on Minnesota
Saint Paul is Minnesota's capital, and its twin, Minneapolis, is the slightly larger city — a pair so close together that the mistake here is a natural one. Minnesota became the 32nd state in 1858. It has 8 congressional districts and 10 electoral votes. The Mississippi River begins inside the state, at Lake Itasca, and runs from there to the Gulf; control of that river is what made Vicksburg one of the accepted answers to the Civil War events question. Minnesota also reports the highest voter turnout of any state in most presidential elections, a fair illustration of the civic participation the test asks about. The capital is the only fixed answer here.
