Residents of territories with nonvoting Delegates or Resident Commissioners may provide the name of that Delegate or Commissioner. Also acceptable is any statement that the territory has no (voting) representatives in Congress.

Background
The answer depends on the congressional district where you live and it changes with elections. Each state's page on this site lists the current representative for every district, and the official tool linked above finds your district from a ZIP code. Unlike senators, who speak for an entire state, a representative speaks for one district drawn to hold roughly the same number of people as every other district in the country, currently a little over seven hundred thousand. District boundaries are redrawn after each ten-year census. If you live in a territory or the District of Columbia, you may give the name of your delegate or resident commissioner, and saying that your area has no voting representative in Congress is also accepted.
