Background
Any one of these answers: the president, the cabinet, or the federal departments and agencies. The branch is far larger than the offices at its top. Fifteen executive departments, each led by a cabinet secretary, cover ground from agriculture to the treasury, and alongside them sit independent agencies and commissions with narrower mandates. Together they employ roughly two million civilian workers, the great majority hired through a competitive civil service rather than appointed. The Executive Office of the President is a separate layer holding the White House staff, the National Security Council, and the Office of Management and Budget. Execution is the branch's job: Congress passes a statute in general terms, and these bodies write the regulations, run the programs, and enforce the results.
