Saipan holds the capital of the Northern Mariana Islands, in the village of Capitol Hill, and the islands sit just north of Guam in the western Pacific. The commonwealth has no U.S. senators and is represented in the House by a nonvoting delegate, which makes answering that it has no voting representatives correct; it elects its own governor. These islands joined the United States most recently of all: after decades administered under a United Nations trusteeship, a covenant with the United States took full effect in 1986, and people born there are U.S. citizens by birth.
