Augusta is Maine's capital, a small city on the Kennebec River, while Portland is considerably larger. Maine became the 23rd state in 1820, admitted as a free state under the Missouri Compromise, which paired it with Missouri to keep the balance in the Senate even — one of the bargains that held off the slavery question for a generation. It has 2 congressional districts and 4 electoral votes. Maine matters to the Electoral College question for an unusual reason: it is one of only two states, with Nebraska, that does not award all its electors to the statewide winner, splitting some by congressional district instead.
