Background on Delaware
Dover has been Delaware's capital since 1777, and Wilmington, at the other end of the state, is considerably larger. Delaware ratified the Constitution on December 7, 1787, making it the 1st state and earning the nickname the First State, worth remembering because the test also asks you to name five of the thirteen original states. It is small enough to have a single at-large congressional district, so everyone in Delaware shares one representative, and it casts 3 electoral votes, the constitutional minimum. The state's other claim on the test is indirect: its refusal to accept representation by population alone, shared with the other small states, produced the Senate in which Delaware and California carry exactly identical weight.
