Every state has two, regardless of population, and each one represents the whole state rather than a district. If you live in Washington, D.C. or in a U.S. territory, the correct answer is that you have no U.S. senators, and saying so is accepted. Senators are elected directly by the voters of their state under the Seventeenth Amendment, and because the six-year terms are staggered, a state's two seats almost never appear on the same ballot.
