Who elects members of the House of Representatives?

Background
Citizens of the congressional district elect their member of the House of Representatives. Only voters who live inside that district may cast a ballot in the race, which is what separates it from a Senate election held across an entire state. Every seat is contested every two years, so the whole House faces the voters at the same time. These elections take place on the first Tuesday after the first Monday in November of even-numbered years. Candidates must be at least twenty-five years old, must have been U.S. citizens for at least seven years, and must live in the state they represent, though the Constitution does not require them to live inside the district itself.
